Mapa Cengiz demands additional €70m for Lyulin motorway

Mapa Cengiz, the Turkish consortium which won the tender for the construction of the Lyulin motorway, is in negotiations with the Bulgarian Ministry of Regional Development and Public Works for an additional payment of €70m. Mapa Cengiz claimed the costs they incurred during the construction for reasons outside of their control have made the initial price of €148m inadequate. According to the company, the government’s failure to fulfill part of its obligations, especially the timely expropriation of properties along the planned motorway, delayed the project’s completion. The Ministry had previously agreed that such additional payment may be required. However, the sum expected by the officials was in the region of €30-40m rather than €70m.
