Changes in rules governing "thermomodernisation premiums"

The Council of Ministers has approved a draft amendment to the Thermomodernisation and Renovation Assistance Act, which simplifies the procedures for allocating financial aid for such purposes and also increases its availability, PAP reported.
Investors wishing to carry out renovation work using cash not originating from a loan (on the basis of which a thermomodernisation or renovation premium has already been granted) will now be able to apply to Bank Gospodarstwa Krajowego (BGK) for a compensation premium. They will no longer have to do this via the bank from which they took out the loan, but instead will be able to apply directly to BGK. An applicant will be awarded a compensation premium from the state budget if the planned renovation reduces thermal energy consumption. If the investor carries out the modernisation work without resorting to a renovation premium, he or she will not have to prove that the building's heating water energy consumption has been reduced. Thanks to the new arrangements investors will have an opportunity to carry out major renovation work using both compensation premiums and renovation premiums, as well as the chance to carry out smaller projects which will be refinanced with a compensation premium without losing the right to use renovation grant in future modernisation tasks.
